1 - Set of principles and attributesOn 2017 April, LOAMC-PH has started to mainstream and institutionalize the experiential-based family farms and municipal/city-wide asset base sustainable organic agriculture development program in partnership with SEAOIL Foundation Inc. and Department of Agriculture-Agricultural Training Institute (DA-ATI) with the principal objectives of hunger-free, poverty-free and sickness-free 32 family farms of the 7 pioneering municipalities distributed in the Philippines. The process-based family farms transformation towards sustainable food system started on September 2017.
2 - Drivers and indicators of sustainable production and consumptionThe upscaling of Family Farms Investment Master Plan to long term and process-based Municipal-wide Investment Master Plan Road Map will be started on April 2018. The implementation and societal transformation will be captured through the Municipal-wide Results Base Monitoring and Impacts Evaluation System (RBMIES) Tool relative to the Municipal-wide Investment Master Plan Road Map.
3 - Actual data on sustainable production and consumptionLOAMC-PH implementation of Sustainable Organic Agriculture development through the Family Farms Investment Master Plan (FFIMP) has adopted/adapted the periodic Monitoring, Evaluation and Coaching (MEC) anchored on the seven (7) dimensional 54 indicators of sustainability. To establish the progress of the FFIMP, a benchmark of each Family Farms Profile Registry is institutionalized. To sustain the initiatives and for immediate replications, at least 5 Toolkits are to be developed: Toolkit 1 for Family Farms and Community Organizers with key 9 indicators; Toolkit 2 for Municipal/City Agriculturists/technicians with 54 indicators; Toolkit 3 for Local Chief Executives/Mayors; Toolkitit 4 on Replication for Local Chief Executives/Mayors and Municipal/City Agriculturists/technicians; Toolkit 5: Municipal-wide Results Base Monitoring and Impacts Evaluation (MRBMIE).
4 - Policy reform proposals/argumentsPolicy on Memorandum Joint Circular between DILG and LOAMC-PH for inclusion of Organic Agriculture in the Seal of Good Local Governance (SGLG); Policy of Memorandum of Agreement (MOA) between DENR-LOAMC-PH on SIAD; National Policy on Sustainable Food Systems Council with Greenpeace SEA and Peoples Food Movement; LOAMC-PH Policy Adoption on Sustainable Food Systems Council; LOAMC-PH National Policy on Participatory Guarantee Systems and its own mechanism on the establishment of PGS Certification.
5 - Training and education toolsReplication and Expansion to LOAMC-PH members of Bridging Leadership and Governance in Asset Base Sustainable Organic Agriculture Development by conducting a 1 month equivalent on-site/live-in training on the process-based formulation and implementation of Family Farms Investment Master Plan and Municipal-wide Investment Master Plan to start on 2019 until 2023. The LOAMC-PH members are currently (on March 2017) more or less 140 municipalities/cities representing at around 10% in the country.
6 - Case studies of food systemsSustainable Organic Agriculture development in reference to the following: 1. Dumingag, Zamboanga del Sur as OWA 2012 Winner; 2. Kauswagan, Lanao del Norte as 2016 Peace and Development Initiatives Winner of Universal Cities Local Governments (UCLG) on 2016 in Bogota,Colombia with their entry of “From Arms to Farms” anchored in sustainable organic agriculture; 3. Bislig City, Surigao del Sur with vison as “Model City for Organic Agriculture in the Philippines by 2020; 4. Ongoing documentation of the 32 family farms of the 7 pioneering municipalities relative to the BLG-ABSOAD in Family Farms and Municipal-wide Investment Master Plan. One priority indicator of the 9 priority indicators in Family Farms is hunger-free as part of Organic Food System Program.
7 - Workshops/roundtablesThe municipal/city-wide Investment Master Plan Formulation is a process-based Multi-Stakeholders Partnership (MSP) involving the societal threefolding of governments, civil society organizations/NGOs and businesses, farmers, consumers and/or the key citizen leaders. It will take at least 3 months to complete the Master Plan supported by the asset base dimensional situations, experiential-based case studies, round table discussions and workshops among others.
8 - Clusters/knowledge sharingThe LOAMC-PH calls annually 3-4 assemblies with inclusion of knowledge sharing specifically on its initiatives and innovations in municipal-wide Investment Master Plan implementation. It is supporting and having alliances with the regional groupings formation of the Federation of Organic Agriculture Movements (FOAM) which started in Region 10 of Northern Mindanao, Greenpeace South East Asia, Peoples Food Movement and the National Organic Agriculture Board (NOAB) that formulated the national policies of the Organic Agriculture Law for implementation by the National Organic Agriculture Program.
